RFP for Local Telephone Service

The Grant Wood Area Education Agency is seeking bids for local telephone service which must include at least the following: Plain Old Telephone Service including Single Party Service, Dual Tone Multifrequency (DTMF) signaling or equivalent, voice grade access to the public switched network, access to 911 or Enhanced 911, access to operator services, interexchange service, and directory assistance.

The required local telephone service described above must handle the following configuration:

We have installed a Siemens Hicom 300 E (Model 80ex) PBX system. This system utilizes 400 extensions for staff in our two agency centers. We have a total of 5 T-1 lines (EFS with B8ZS) for incoming and outgoing telecommunications. Of these T-1s, two come into the Cedar Rapids office and carry 20 two-way DIDs with 13 separate trunks for outgoing calls; and one comes into the Southern Facility and carries 10 two-way DIDs with 2 separate trunks for outgoing calls. A T-1 line connects "point-to-point" between the two agency centers and a fifth T-1 handles incoming local data traffic to our server.

We are seeking bids for a multi-year contract.

The successful vendor must be prepared to split the billing process. The vendor will be required to invoice the Schools and Libraries Division (SLD) of the Universal Service Administrative Company (USAC) for the discount portion of each bill, and to invoice Grant Wood Area Education Agency for the non-discount portion of each bill.

All quotations must be received at the above address no later than 4:00 p.m.
Monday, January 10, 2000.

The following Board policies apply to the bidding process for Grant Wood AEA, and will be taken into consideration when determining award of contract:

The Agency shall purchase goods or services from vendors located in Area 10 unless the interests of the Agency are better served by purchasing from vendors located outside of the Area.

The Agency will attempt each year to purchase at least 10% of its goods and services, including construction, but not including utilities, from certified targeted small businesses located within Area 10.
