RFP for Internet and Internet Connection Year 07-08

Grant Wood Area Education Agency is seeking pricing for long term solutions to provide basic Internet service and connectivity to Grant Wood AEA, the local school districts and individual schools within its service area.

Historically, the Grant Wood AEA (on behalf of its constituent districts and buildings) has selected an Internet Service Provider for Internet service, and by aggregating the connections from 29 public school districts and 8 non-public schools who connect through the AEA, we have assisted in providing cost effective high speed Internet connectivity to over 62,000 students in this area.

The demand for increased bandwidth has grown exponentially over the past several years, and we anticipate that in 5 years we will need a minimum of 500MB of bandwidth to continue to provide this service to our schools.

The successful bidder will be able to address, with both the AEA and any local school district, how the proposed solution will be implemented (on both the AEA and Local District or building side) in order to assure that there is no compromise regarding connection speed, compliance with CIPA, and 24/7/365 customer service.

Presently, Grant Wood AEA is connected to its current ISP, Iowa Communications Network (ICN), through a high speed data circuit to the ICN point located at Kirkwood Community College and via a 100 MB circuit to ICN from Kirkwood Community College. The circuit connecting Grant Wood AEA to Kirkwood is provided by Mediacom under a 5-year contract which includes associated pricing for increasing bandwidth up to 500 MB.

The vendor may bid for Internet service or high speed connectivity (minimal bandwidth of 200 MB for the 2007-2008 school year) or both in their proposal. In evaluating proposed solutions, the AEA will be mindful of the need to be able to respond to requests for increased capacity without significant costs associated with redesign of the basic infrastructure.

Individual schools (Billed entities) accessing the Internet through Grant Wood Area Education Agency will be responsible for all compliance and certifications associated with the Children's Internet Protection Act (FCC Form 479).

The successful vendor must be prepared to split the billing process. The vendor will be required to invoice the Schools and Libraries Division (SLD) of the Universal Service Administrative Company (USAC) for the discount portion of each bill, and to invoice Grant Wood Area Education Agency for the non-discount portion of each bill.
